The archive's position: A-class grafted-lineage mating events are load-bearing for recursion-depth-4+ civilizational ignition in the fiction's causal model. Dragon-corpus density alone does not predict polity scale. What predicts polity scale is whether the corpus includes descent-from grafted-lineage narratives (A-class) or only containment-of cosmological-antagonist narratives.

This doctrine formalises an empirical correlation visible across the 130-cell grid and the 48-event A-class census, states it as load-bearing rather than decorative, and brackets the two counter-cases (Mesoamerica, Australia) that make the correlation tight rather than loose.

The doctrine is also a standing-warning. "Grafting threshold" is easy to slide into developmental-deficit language about populations that chose a different corpus-posture. Under feedback-coverage-bias the doctrine's operational rule is: correlate, do not rank. Containment-pathway civilizations are not lesser than grafted-pathway civilizations; they selected a different civilizational strategy with different structural ceilings. The doctrine names the ceiling without attributing it to the population's character.

It is the exact framing that doctrine-coverage-asymmetry was written to block, and it replicates the 19th-century developmental-deficit racism that the archive's methodological stance is built against.

The correct framing is:
