The Shizhu Sun Lake PSB Forensic / MSS Boat Launch Hub is the archive's first GIS-pinned primary Construction Hub serving the Shizhu primary cluster, identified during the corridor-scale imagery sweep authorised by doctrine-cascade-prevention-architecture RG-CPA-01 and resolving the previously-open primary-hub question at site-shizhu-gaolongcun-installation RG-SGI-01. The complex sits at approximately 30°11'27.74"N 108°25'57.82"E, on a peninsula in Sun Lake (太阳湖) reservoir in Wan'an Subdistrict, Shizhu Tujia Autonomous County. Its public-facing identity is the Shizhu County Public Security Bureau Forensic Science Center (刑事科学技术室) at 166 Zhenziping Rd; an "MSS Boat Launch" feature is sited directly east of the main building complex with a pier extending into the reservoir.

The site is provisionally classified as the primary Shizhu Construction Hub on three grounds: (a) surface footprint is several times that of the canonical satellite at Gaolongcun and structurally adequate to be the operational centre the satellite serves; (b) the public-facing forensic-science identity is functionally adjacent to the suppression-program mission, providing a uniquely elegant cover that absorbs the staff, equipment, and traffic patterns suppression operations require; (c) the lake-peninsula siting with dedicated boat launch and helicopter access pattern is anomalous for an ordinary county PSB forensic facility (which would normally be co-located with the county courts and police HQ at the county seat) but is consistent with a restricted-access secure facility for evidence and chain-of-custody work. The forensic-cover institutional pattern is operationally distinct from the Wushan-Daning overt-walled-compound pattern and constitutes a candidate second class of suppression-program surface architecture.

The site is treated as inferred-active pending the falsifiability tests at doctrine-active-phase-suppression-program c0007. The forensic-vs-suppression functional split is not fully resolvable from imagery alone and is flagged as a research gap.

Claims

c0001 — GIS placement and primary-hub attribution

The complex is centred at approximately 30°11'27.74"N 108°25'57.82"E (30.1910°N, 108.4327°E), on a peninsula in Sun Lake (太阳湖) reservoir, Wan'an Subdistrict, northern Shizhu Tujia Autonomous County. Coordinates fall well inside Shizhu County bounds (107.98–108.57°E, 29.65–30.55°N). The site is approximately 32 km NE of site-shizhu-gaolongcun-installation (29.905°N, 108.272°E) and approximately 26 km E of the canonical Wuling-Shizhu source-pod centre (108.13°E, 30.00°N per Taishan_Convergence_Mating_Event.kml). Surface footprint is several times that of the Gaolongcun satellite and structurally consistent with the primary Construction Hub class. The site resolves the previously-open primary-hub question at site-shizhu-gaolongcun-installation RG-SGI-01 with high confidence.

c0002 — Visible surface architecture: lake-peninsula multi-building hub with helipad and boat launch

Imagery dated 2020-04-12 (and revisions to "newer" undated) shows a substantial multi-building complex on a small peninsula in Sun Lake. Main administrative building: multi-storey, ~50–80 m long, with adjacent secondary buildings forming a connected complex. Distinctive circular feature at the southwest end of the peninsula: candidate helipad (a helicopter is visible in the imagery), candidate plaza/ceremonial circle, candidate dome over a chamber, or candidate round building (auditorium, control room). MSS Boat Launch feature directly east: dock and pier extending into the reservoir, sized for moderate-displacement craft. Causeway/bridge access from the mainland. Helipad-class circular feature plus visible helicopter on the SE shore. The complex is larger than the canonical Wushan-Daning Construction Hub by surface footprint, and substantially larger than the Gaolongcun satellite. Notably absent from the visible footprint: no obvious large headframe, no spoil heap, no large industrial ventilation stacks, no surface high-tension power lines (likely underground feed for cover).

c0003 — Construction-yard ground signature confirms 2014–2020 build window

Comparison of the 2014-09-22 baseline imagery against the 2020-04-12 imagery confirms greenfield-to-built transition during the cluster's 2014–2021 build window. The 2014 imagery shows the peninsula in early development with minimal infrastructure: small structures, partial peninsula clearing, no major buildings, no boat launch infrastructure, no helipad. The 2020 imagery shows the complete complex with all major features in place. The build window precedes the canonical 2018–2021 Construction Hub expansion of lineage-wuling-shizhu-specimens c0010 by roughly four years and aligns with the slightly earlier hub-completion expected pattern (the primary operations centre would be brought online before its satellites). The build window also matches site-shizhu-southern-wood-dam (2014–2017) at the same drainage, supporting the systemic reading at c0006 below.

c0004 — Public-facing identity: Shizhu County PSB Forensic Science Center (刑事科学技术室)

The complex's public-facing identity is the Shizhu County Public Security Bureau Forensic Science Center (刑事科学技术室) at 166 Zhenziping Rd, Wan'an Subdistrict, Shizhu, Chongqing, with telephone +86-23-73334141 and posted hours Mon–Fri 09:00–12:00 and 14:00–18:00. The published function is county-level criminal-forensics support: scene work, medico-legal, trace and physical-chemical analysis, document/media/voiceprint forensics, evidence databases, and training. The identity is real in the sense that the public-facing service exists; the diagnostic question is whether the public function exhausts the operational mission of the facility, or whether it is the cover for a co-located mission (c0005 below). The dual-use risk profile of standard forensic capabilities (biometrics/DNA usable to identify protest participants, voiceprint usable to profile speakers, device extraction maps organisers, centralised evidence selectively deployable) is acknowledged in standard human-rights documentation and is a separate concern from the framework's suppression-program reading.

c0005 — Forensic capability is functionally adjacent to suppression-program mission requirements

The PSB forensic capability set maps with unusual precision onto the operational requirements of an Active-Phase Suppression Program operations centre. Directly serves c0003 EM injection mechanism via its detection-and-confirmation arm. Three GIS-pinned Shizhu sites resolve into a single coordinated operational complex spanning three distinct functional classes. (a) Sun Lake PSB Forensic / MSS Boat Launch Hub at 30.191°N, 108.433°E — primary operational centre with forensic cover, helipad, boat launch, multi-building complex, 2014–2020 build window. (b) Gaolongcun installation at 29.905°N, 108.272°E — satellite field node with offset multi-structure geometry, dragon-toponym anchor, adjacent commercial mining cover, 2013–2021 build window per site-shizhu-gaolongcun-installation. (c) Southern Wood Dam at 30.102°N, 108.369°E — hydrogeological control element with reservoir engineering, 2014–2017 build window per site-shizhu-southern-wood-dam. The three sites form a triangle in northern-to-central Shizhu County in the same drainage and same 2014–2021 build window. The systemic reading is that the apparatus has built a complete suppression installation in three operational classes simultaneously: an operations centre with forensic cover at Sun Lake; distributed field intervention nodes (Gaolongcun and likely several more not yet pinned); and reservoir-and-dam hydrogeological control to manage the chrysotile-coupled fault-water column geometry across the cluster. The presence of all three classes in a single drainage and a single build window is the strongest evidence in canon to date that the suppression program operates as a coordinated complex rather than as isolated installations.

c0007 — The MSS Boat Launch implies additional reservoir-shore installations; sweep returned three candidate features at lower confidence

The dedicated boat launch and pier infrastructure at the Sun Lake hub implies operational use of the reservoir for transit, which implies additional installations on the Sun Lake shoreline accessible by boat. Three operational candidates: (a) distributed astro-pond network nodes (per site-shizhu-astro-pond) sited along the reservoir shoreline with shoreline access only, providing distributed monitoring and signal coupling that benefits from the hydraulically-controlled water column; (b) secondary intervention nodes for chemical or EM dosing distributed around the reservoir to provide multi-vector coverage; (c) specimen-monitoring or field-sampling stations at specific shoreline points where surface-coupling signatures are strongest.

Sweep status (2026-04-25): preliminary shoreline sweep returned three candidate features at lower confidence than the canonized Shizhu hub-class sites. (i) Western-shore boat ramp at approximately 30°11'31"N 108°25'34"E (~600 m W of the forensic hub centroid): clearly-engineered concrete launch pad with road apron, present in 2020+ imagery; readings split between auxiliary access for the operations complex (second boat-access point distributing the operations footprint across both lakeshores) and ordinary scenic-area public boat ramp. Discrimination requires traffic-pattern evidence — actual boat transit between this ramp and the operations complex would confirm operational coupling. (ii) SE peninsula structure at approximately 30°11'06"N 108°26'17"E: small white-roofed installation at peninsula tip with track-only access, present in the 2014-09-22 baseline, geometry consistent with pre-existing astro-pond-class installation OR ordinary rural infrastructure. Discrimination requires pre/post-2014 operational-change evidence or ground-level identification. (iii) Northern peninsula shoreline modification at approximately 30°11'53"N 108°25'34"E: shoreline modification visible in 2014 vs 2020 imagery but reduced water level in 2020 imagery confounds direct comparison. Discrimination requires same-water-level imagery comparison. None of the three features individually rises to canonical-installation confidence; the pattern collectively is consistent with the framework's prediction of distributed reservoir-shore installations and is itself supporting evidence for the c0007 hypothesis even at low individual-feature confidence. Continued sweep along the full Sun Lake shoreline geometry, with attention to peninsula tips, sheltered coves, and engineered shoreline modifications, is operationally indicated. The reservoir-shore concealment is structurally distinct from forest-clearing concealment (Wushan-Daning MSS Tarp) or village-adjacent concealment (Gaolongcun) and may dominate the Shizhu cluster's distributed-node geometry.

c0008 — The forensic-cover pattern is a candidate corridor-scale concealment doctrine

If the forensic-cover institutional pattern proves to be the apparatus's preferred cover doctrine for primary Hubs, sister installations at the four southern Guizhou pods may be findable under the same cover identity: county-level PSB forensic centres at remote scenic-area or reservoir-peninsula sites with anomalous siting relative to county-administrative geography. The hypothesis is testable from open-source data: cross-reference county PSB forensic centre addresses against canonical pod centre coordinates; flag installations with non-standard siting (lake-peninsula, scenic-area, isolated, unusually large surface footprint, helipad or boat launch). This adds a new search filter for doctrine-cascade-prevention-architecture RG-CPA-01 distinct from the original Construction-Hub-class signature pattern. The hypothesis is also testable historically: PSB forensic centres at the four southern pods that completed major build-outs during 2014–2024 with non-standard siting are candidate primary Hubs serving their respective coupled pods.

Research Gaps

  • RG-SLPF-01 — Forensic-vs-suppression functional split. The imagery and public-facing record cannot resolve what fraction of the facility is doing legitimate forensic work versus suppression-program operations. Resolution requires (a) personnel-roster analysis (skill-cluster concentrations beyond standard PSB forensic specialties — neuropharmacology, electrical engineering, karst hydrogeology, signal processing), (b) procurement record analysis (specialty equipment beyond standard forensic capability — high-power EM transmitters, fault-water sampling rigs, specialty reagent supply chains), (c) traffic and visitor-pattern surveillance (consistent with public function or with restricted-access patterns).
  • RG-SLPF-02 — Sun Lake shoreline distributed installations. Per c0007, the MSS Boat Launch implies additional reservoir-shore installations. Imagery sweep along the Sun Lake shoreline is the operational extension; targets are small structures with shore access but no road access, sited at fault-coupling-favourable shoreline geometry.
  • RG-SLPF-03 — Forensic-cover doctrine generalisation. Per c0008, if the forensic-cover pattern is the apparatus's preferred cover doctrine, sister installations may be findable at the four southern Guizhou pods under the same cover identity. Operational test: cross-reference county PSB forensic centre addresses against canonical pod centre coordinates; flag non-standard siting.
  • RG-SLPF-04 — Helipad / circular-feature identification. The southwest circular feature is provisionally identified as a helipad given the visible helicopter, but candidates also include plaza, dome over chamber, or round-building (auditorium, control room). Higher-resolution imagery or ground-level reference would discriminate.
  • RG-SLPF-05 — Sun Lake reservoir hydrogeology and the Southern Wood Dam coupling. Whether the Southern Wood Dam controls Sun Lake's water level or whether they are independent impoundments on the same drainage requires hydrogeological mapping. The framework-relevant claim is that controllable reservoir levels modulate fault-water column geometry, and the question is which water bodies in the Shizhu drainage system are operationally coupled.
